Founded by Karla Covarrubias Foster, MPP — a UC Berkeley-trained policy analyst with expertise in administrative compliance, eligibility systems, workforce development, criminal justice, housing, and family policy — KD Policy & Impact brings both rigorous analysis and lived experience to the work of building systems that actually function for the people they're designed to serve.
Our compliance practice supports government agencies and public sector partners navigating federal and state regulatory requirements, documentation standards, and program integrity obligations across workforce, child care, and social service systems.
Our research practice examines how policy decisions affect housing stability, health access, employment outcomes, child welfare, and family economic mobility — translating complex regulatory environments into clear, actionable findings that support evidence-based decision-making and program improvement.
